We combined digital tools with in-person activity to reach a wide cross-section of the community, including those who don't typically take part in consultation. Our online platform included interactive maps, idea-sharing tools and a survey, giving people multiple ways to get involved. This was promoted through the council’s networks to maximise reach across the town. Alongside this, we delivered stakeholder workshops to explore shared goals and long-term ambitions and hosted drop-in events in Runcorn Old Town using visual prompts and interactive tools to spark ideas and conversations. We also ran a follow-up feedback event to update people on progress so far and invite further input.

The engagement provided rich insights into what matters most to the community. People shared concerns around empty shops, safety and connectivity, but also a strong sense of local pride and ambition for the future. There was a clear call for investment in public spaces, cultural activities, and improvements to the local high street. Many supported a long-term vision that celebrates Runcorn’s identity, brings people together, and creates opportunities for young people and local businesses. This feedback is helping to shape the strategic priorities for investment, ensuring the Long Term Plan for Towns reflects what the community wants to see happen in Runcorn.
PLACED were commissioned by Halton Borough Council alongside consultancy practice, Arcadis, to lead public engagement for Runcorn Old Town’s Long-Term Plan for Towns (LTPT) – a 10-year programme backed by £20 million of government funding. The council was clear: this plan should be shaped by the people who live, work and spend time in Runcorn. Our engagement work set out to understand the priorities, challenges and ideas of local residents and businesses to help shape a shared vision for the future of the town.
