Liverpool Local Plan, Liverpool City Council

  • PLACED delivered public engagement for the Liverpool Local Plan between July 2024 and November 2025. We engaged a total of 1,311 people through youth workshops, online engagement and pop-up events. Our inclusive approach aimed to gather diverse perspectives that could help create a Local Plan that truly reflects the needs and ambitions of Liverpool’s communities.

    As part of our Academy programme, PLACED conducted a four-day Summer School centred around the Local Plan. The Summer School aimed to engage local young people, providing an opportunity for them to help shape the new plan whilst enabling us to understand their priorities for the future of the city.     The University of Liverpool from Monday 22nd – Thursday 25th July 2024 and involved a diverse range of young people, including those from under-represented groups in the Liverpool area and across the Northwest.

    Two phases of online engagement were delivered – one for the Council’s scoping document and a second for the draft plan. Dedicated online platforms provided information on the Liverpool Local Plan and collated comments from residents and stakeholders via a survey, comments collection, and mapping tool.

    We hosted numerous pop-up events at high footfall events and locations, including at local markets, parks and train stations. These events were open to all and included visual, interactive displays with information, questions and activities that aimed to make Local Plan consultation more inclusive, easy to understand and engaging. We ensured that events were delivered in various locations across the city, covering both the North, South and City Centre, so that a broad audience would be engaged.

    To support reaching diverse users and acquire focused feedback on Liverpool City Centre, a mobile visual and interactive engagement display was transported around various locations within the City Centre boundary.

  • PLACED’s public engagement programme for the Liverpool Local Plan has revealed strong consensus around several critical priorities. 1,311 people were engaged through extensive consultation across youth workshops, online platforms and in-person events.

    The people who attended in-person engagement events included local people, Liverpool City Region residents, visitors to the city, council officers, Councillors, community organisations, and business owners. The members of the public we spoke to included families, young people and elderly people as well as people from underrepresented groups (e.g., LGBTQIA+, people with disabilities, and experiences of homelessness), and people from different racial and ethnic backgrounds. Residents and stakeholders expressed a clear desire for a fairer, greener, better-connected city where quality of life, community cohesion, and environmental sustainability are prioritised alongside economic growth All of the feedback and data collated through our public engagement programme have been shared with Liverpool City Council in the form of an evaluation report and will help shape the production of the new Local Plan.

Liverpool City Council has embarked on a journey to update its Local Plan, presenting a pivotal opportunity to establish a planning framework for Liverpool through to 2041. This strategic document will serve as the cornerstone of urban development, succeeding the current plan adopted in January 2022. The Local Plan will play a decisive role in shaping Liverpool’s future landscape, determining the scale, form, and location of new developments whilst ensuring the provision of essential infrastructure and services. As a statutory document, it will serve as a powerful mechanism for assessing planning applications and guiding decisions that promote sustainable, inclusive growth whilst safeguarding the city’s natural and historic assets.

Through comprehensive consultation and community engagement, Liverpool City Council has been committed to collaborating with residents, businesses, and stakeholders to craft a vision that truly reflects local aspirations and addresses the city’s evolving needs. This participatory approach ensures that the Local Plan will effectively coordinate investment, shape neighbourhoods, and create an environment where both communities and enterprises can flourish.

PLACED was commissioned by Liverpool City Council to deliver public engagement for the emerging Local Plan, consulting on both the scoping document and draft plan. Across two distinct consultation phases, between July 2024 and November 2025, PLACED facilitated meaningful dialogue between the Council and its diverse communities, ensuring local voices were heard and integrated into the planning process.
