In 2022 we delivered a series of pop-up events in each town, supported by an online survey and steering group session. Through creative activities and conversations, we invited people to share what they value about their town, what they'd like to change, and how they imagine its future.
In total, 260 people took part. We returned in 2023 to run follow-up workshops, we helped to test ideas as the draft plan began to take shape. -
People from across the three towns shared common themes – better transport, safer public spaces, support for local businesses and more opportunities for young people. Colne residents raised concerns about traffic and inequality. Earby was seen as in urgent need of town centre investment, while Barnoldswick respondents called for improved public services and local investment. These insights helped shape the plans – ensuring they reflected what matters most to local people.
PLACED were commissioned by Optimised Environments (OPEN), working with Pendle Borough Council, to support the development of masterplans for Colne, Earby and Barnoldswick. These long-term plans aimed to guide the regeneration and development of each town and surrounding areas over the next 10–15 years. Our engagement focused took place in late 2022 and in early 2023.
